Five companies, BIPROGY Inc. (Head Office: Koto-ku, Tokyo, President & Representative Director: Noboru Saito, hereinafter referred to as "BIPROGY"), Resource Circulation Systems Co., Ltd. (Head Office: Fukui City, President & Representative Director: Shinjiro Yagi, hereinafter referred to as "Yagikuma") and Nifco Inc. (Head Office: Yokosuka City, Kanagawa Prefecture, President & Representative Director: Masaharu Shibao, hereinafter referred to as "Nifco") have launched a Proof of Concept (PoC) utilizing a "Resource Circulation Traceability Service" that ensures a "Chain of Custody (CoC)*" in the "XtoCar" supply chain, which recycles waste plastics (X) of various origins, such as construction waste, used products, and recycled containers and packaging, into automotive parts (Car).
For this demonstration, BIPROGY and Resource Circulation Systems will provide the system and scheme, and data will be shared between Daiei Kankyo (waste plastic collection and sorting), Yagikuma (compounds), and Nifco (parts manufacturing) in the actual business flow.
This initiative will utilize the results and knowledge gained from the JAPAN FOUNDATION FOR ADVANCED AUTO RECYCLING’s "FY2025 Project to Contribute to the Advancement of Automobile Recycling, etc."

*Chain of Custody (CoC): The goal of ensuring traceability (transparency) throughout the supply chain, from the source of raw materials to the final producer. This involves recording and managing information related to the arrival and shipment of materials and products. It is defined in ISO 22095.

【Background and Objectives】

The automotive industry is moving forward globally with the establishment of targets for the use of recycled plastics in new vehicle manufacturing, including the European Commission's "European ELV Regulation Proposal" (Note). To achieve this goal, it is essential to promote "XtoCar", which recycles not only recycled materials from end-of-life vehicles but also waste plastics (X) from other fields such as construction, home appliances, and containers and packaging back into the automotive industry (Car). However, when handling a variety of waste plastics from different sources, it becomes extremely difficult to control their quality and ensure their traceability. To address this issue, a system provider and five companies responsible for the supply chain from the vein (collection and recycling) to the artery (manufacturing) have teamed up to verify the effectiveness of CoC management and data integration at a practical level.

【PoC Overview and Each Company's Role】

In this demonstration, CoC information will be digitally relayed in line with the physical flow of products (from waste plastic conversion to recycled material production) to verify consistency at each process.

1. Traceability Infrastructure Provision and Scheme Construction

●BIPROGY Inc.
Through the provision of the "Resource Circulation Traceability System", we will lead the validation of information sharing items and verification of data integrity in cross-industry supply chains.

●Resource Circulation Systems Co., Ltd.
As a joint provider of this service, we will define the management requirements (proof of origin, physical property data, etc.) for converting various types of waste plastic into raw materials and will lead the implementation and operation scheme of the system.

2. Supply chain demonstration (PoC field)

●Daiei Kankyo Co., Ltd.(Collection, Sorting and Recycling)
We accept a variety of waste plastics, including industrial waste such as construction waste, and general waste such as plastic containers and packaging, and plastic products, and then sort, crush, and wash them. The manufacturing history data for the raw materials is registered in the system, and the materials are shipped as "recycled raw materials" with CoC information attached.

●Yagikuma Co., Ltd.(Compounding and Material Processing)
The system links the processing information of the recycled raw materials received, such as additive blends and physical property adjustments, to certify their high quality and history as pellets for automotive parts.

●Nifco Inc.(Parts Development and Manufacturing)
We develop, prototype, and manufacture automotive parts using recycled pellets, and check that the information on materials derived from various waste plastics is accurately conveyed down to the individual parts, and that it is sufficient for reporting to automakers.

【Future developments】

After confirming the usefulness of data linkage through this demonstration, the next phase will be to expand the scope of the PoC. Specifically, the system will be made available to a variety of waste plastic recyclers (collection and sorting businesses) across the country, and operational verification will be carried out in a variety of on-site environments. At the same time, connections will be expanded with arterial industry companies that are users of recycled materials, such as Yagikuma and Nifco, to accelerate the social implementation of the resource circulation ecosystem through "XtoCar".

Note:European ELV Regulation Proposal
The European Commission published a draft regulation on circularity requirements for automotive design and end-of-life vehicle management in July 2023, amending the current ELV Directive (End-of-Life Vehicles Directive) and related legislation. This draft regulation reached a provisional agreement between the EU Council and the European Parliament on December 12, 2025. It includes provisions such as mandatory minimum content levels for recycled plastics (post-consumer) in vehicles (15% within 6 years of implementation, rising to 25% within 10 years; the proportion derived from end-of-life vehicles was reduced from the European Commission's initial proposal of 25% to 20%).
